California DPR Virtual Workshop on Treated Seed – Industry Participation Needed

On October 29, 2025, the California Department of Pesticide Registration (DPR) will hold a virtual workshop to present its proposed plan to regulate Treated Seed in California. This meeting is a critical moment for the seed industry to voice concerns, provide feedback, and understand how these proposed regulations could impact not only California but the broader U.S. seed market.

Why DPR is Proposing New Regulations

The proposed regulatory framework stems from a 2024 lawsuit settlement agreement between DPR and the National Resource Defense Council (NRDC) along with other activist organizations. The lawsuit claimed DPR was not adequately regulating or tracking the use of treated seed in California.

Under the settlement terms, DPR is required to address several key areas:

  • Whether treated seeds used, delivered, or sold in California must be treated only with pesticide products registered by DPR for that specific purpose.

  • DPR’s authority to assess and mitigate environmental and human health impacts resulting from pesticide products used to treat seeds, as well as from pesticide-treated seeds themselves.

  • Reporting requirements for the sales and uses of pesticide-treated seeds, in consultation with the California Department of Food and Agriculture where appropriate.
